AI's Annual Report Card Is In: Stanford Says Consumers Need Transparent AI, Not Just Stronger AI

Stanford's 2026 AI Index, released yesterday, delivers two findings that define the consumer AI era in a single breath: generative AI has been adopted by 53 percent of the global population in just three years — faster than the personal computer or the internet. And the Foundation Model Transparency Index, which measures how openly AI companies disclose their models' inner workings, dropped from 58 to 40 points.
More people are using AI. Fewer people know how it works. Both facts are accelerating.

Every story pointed toward the same question: is the infrastructure of trust keeping pace with the infrastructure of capability? Stanford's answer, backed by 400 pages of data, is unambiguous: no.

The US, despite being home to the companies building these models, ranks 24th in adoption at 28.3 percent. Singapore leads at 61 percent. The UAE follows at 54 percent.
The economic value is equally concrete. Stanford estimates $172 billion in annual value to US consumers, with the median per-user value tripling in a single year. Productivity gains show up in specific, measurable categories: 14 percent improvement in customer service performance, 26 percent in software development output.

The capability story is real, and the most rigorous annual audit in AI research has now confirmed it.
The transparency collapse is just as real
The Foundation Model Transparency Index dropped from 58 to 40. That is not a gradual decline. That is a 31 percent freefall in a single year.
Stanford's researchers examined 95 notable AI models released in the past year. Eighty of them shipped without training code. Google, Anthropic, and OpenAI — the three companies whose models power most consumer-facing AI products — all stopped disclosing basic information: dataset sizes, training duration, compute costs. More than 90 percent of notable models now come from private companies, and academic contribution to frontier AI development has plummeted.
The political dynamics mirror the corporate ones. At congressional hearings on AI policy, industry witnesses tripled while academic voices dropped sharply. The people explaining AI to lawmakers are increasingly the people selling it.
Stanford's own summary is blunt: "The most capable models often disclose the least amount of information." The models that consumers interact with when they ask an AI shopping assistant to compare wireless headphones, or when they use an AI travel planner to book a hotel in Lisbon, or when they rely on an AI financial tool to interpret their credit card rewards — those models are now the most opaque in the industry.
The public feels this tension even if they cannot name it. Stanford found that 59 percent of people are optimistic about AI's benefits. At the same time, 52 percent are nervous about the technology. Both numbers are rising simultaneously. Consumers are not choosing between enthusiasm and anxiety. They are experiencing both at once, and the transparency collapse explains why. You can appreciate that AI found you a better flight price while also wondering why the AI recommended that airline, who paid for that placement, and what data about you informed the suggestion.

What this means across every consumer vertical
The transparency collapse is not abstract. It shows up differently in every consumer category, and the past two weeks of reporting make the patterns visible.
Travel. One-third of travelers now use AI for trip discovery, but only 13 percent trust AI to handle the actual transaction, according to Travel and Tour World. That discovery-to-transaction gap exists because consumers do not understand what AI is doing with their data, who benefits from its recommendations, or who is accountable when things go wrong. Meanwhile, AI travel fraud hit $13 billion last year. When the FTC reports that fraud losses rose 25 percent in the most recent year, the connection to opacity is direct: consumers cannot distinguish trustworthy AI recommendations from fraudulent ones because neither comes with adequate disclosure.
Shopping. Forty-five percent of consumers use AI in their shopping journey, and retailers like Walmart and Macy's prove that AI assistants increase spending. But 53 percent of consumers distrust AI-generated social content, and 62 percent of Gen Z — the generation most fluent with AI tools — is the most skeptical. Gen Z grew up with algorithmic feeds. They recognize when content feels manufactured even if they cannot explain the mechanics. The transparency index quantifies what Gen Z intuits: the systems generating shopping recommendations are telling consumers less about how they work.
Local services. Grab's GrabX launch puts 13 AI features in front of 700 million Southeast Asians — one app handling restaurants, groceries, rides, hotels, and microloans. In the US, state governments are filling the transparency vacuum that AI companies created. Nebraska now requires chatbot disclosure. Maryland regulates AI-driven pricing. Maine banned unlicensed AI therapy services. These laws exist because voluntary disclosure failed. When Stanford's transparency index drops 31 percent, legislators write the rules that companies would not write for themselves.
Education and workforce. More than 80 percent of US students use AI for schoolwork, but only 6 percent of teachers say their school's AI policies are clear. One-third of organizations expect AI to reduce their workforce, according to McKinsey. The adoption outpaces the governance in every sector Stanford measured — not just consumer technology.

The trust race has barely started.
